About me
Carolyn joined MCIE’s professional learning team in 2022, and lead MCIE’s technical assistance,
professional learning, and coaching to our partners, school districts, and schools as the Director for
Professional Learning. In 2023, Carolyn was appointed to the role of Chief Executive Officer. Carolyn is
an experienced public-school educator, including two decades as a school and district leader in Cecil
County Public Schools where she served as the Associate Superintendent for Education Services. During
her tenure, she led her district in its transformation from a highly segregated model for educating
learners with disabilities to an inclusive model where children are educated in their neighborhood
schools and in general education settings. The district has maintained their inclusive mindset and
practices for more than a decade. Carolyn has provided Congressional testimony on the process for, and
benefits of, inclusive education and received several awards, including: Principal of a Distinguished Title I
School in 2000 by the Maryland Association of Elementary School Principals, the Breakthroughs in
Inclusive Education Award for the Most Promising Inclusive School District in 2008 by TASH, the Downing
Breakthrough in Inclusive Education Award as Administrator of the Year in 2014 by TASH, and the
Strategic Instruction Model (SIM) Administrative Leadership award in 2016 by the University of Kansas.
